Excellent Paper Mill Company operates as a private limited company, adhering to the regulations stipulated in the Companies Act, 2063 of Nepal. Initially, the company was solely owned by Jyoti Lal Bhandari. However, additional shareholders were brought on board to foster growth and diversify ownership. The list of major shareholders includes Jyoti Lal Bhandari, Pabitra Subba Limbu, Jahirul Hussain, Rajendra Chaudhary, Dilip Giri, Dharanidhar Chaudhary, Malati Paudel, Kusala Bista, Kumari Madhuri Chaudhary and Hospital Surgical Concern Pvt Ltd, Dil Kumari Bhandari, Kumari Madhuri Chaudhary, Bhim Bahadur Rana Chhetri etc. Together they hold 93.48% of the total paid of share capital with Jyoti Lal Bhandari, Rajendra Chaudhary, Kumari Madhuri Chaudhary, Kusala Bista, Jahirul Hussain, and Pabitra Subba Limbu, Hospital Surgical Concern Pvt Ltd , Malati Paudel, Dharanidhar Chaudhary, Dili Giri, Mohamad Kashim Shah and Bhim Bahadur Rana Chhetri holding 54.47%, 5.79%, 5.79%, 5.12%, 3.56%, 3.34%,3.56%,3.35%, 2.89%, 1.78%, 1.78%, 0.61% of shares respectively. The remaining shareholding (6.52%) belongs to employees and workers.
